As your article already proves that those stocks are quality stocks, do you think that a good way to know if it's the right moment to buy them or not can be to (almost) "just" check at the current Price/Cash Flow Vs the average 5 years Price/Cash Flow. If the current Price/Cash Flow is under, could it be a good sign to buy it?

That's indeed a good first indication to determine whether the stock is undervalued/overvalued.
When the stock is trading cheaper than it's 5 and/or 10-year average and the future still looks as bright as it used to be a few years ago, you're on the right track.
I never looked into them deeply. Purely looking at the fundamentals it looks attractive but I've also heard some rumors about potential fraud so I would be cautious with it personally.
